Использована методология многоуровневого структурирования и декомпозиции, современных методов математического моделирования и оптимизации, модели и методы теории гидравлических цепей и теории управления. Определены перспективные направления развития централизованного и децентрализованного теплоснабжения, рассмотрены энергоэффективные технологии производства энергии на базе когенерации, апробированы рекомендации по объемам и срокам реконструкции действующих и планируемых в перспективе теплоэнергетических объектов по годам на период до 2023 г., а также проанализированы механизмы формирования стабильных и благоприятных условий привлечения инвестиций. Получена комплексная оценка ситуации с теплоснабжением в регионе, отражающая особенности и проблемы текущего состояния, которое позволило определить рациональные пути их устранения.</p></abstract><trans-abstract xml:lang="en"><p>The purpose of the paper is an integrated transformation of heat supply systems in order to improve their reliability, manageability, efficiency and create comfortable conditions for consumers as well as formation of methodological principles of new modern heat supply systems construction and development of relevant computing tools for optimal planning of heat supply system development and operation. The study employs the methodology of multilevel structuring and decomposition, modern methods of mathematical modeling and optimization, models and methods of the theory of hydraulic circuits and control theory. The promising development directions of centralized and decentralized heat supply are identified. Energy efficient technologies of energy production based on cogeneration are considered. Recommendations on the reconstruction volumes and terms of currently operating and planned for the future heat power facilities arranged by the years for the period until 2023 are approved. Formation mechanisms of stable and favorable conditions of investment attraction are analyzed.
